Is Buckeye Kirk Herbstreit biased against Wisconsin ?

Herbstreit seems to be continously downplaying Wisconsin, and says he would rank Oregon, which just lost, above Wisconsin? Is it because he's a former Buckeye and can't stand to see Wisconsin succeed?
