What should Americans do about the impending water crisis?

Americans? Not all of us live in California. There is no water crisis where I live. We already pay for the water we use from our local city & we also pay a sewer fee for treatment of the water. Still wasting water wastes money. As far as being a commodity, No it shouldn't. this would lead to corporate greed such as it has done for electric & gas.
